I have an rooted MyTouch 3g running Cyanogen rom and next month I will be going on a trip overseas. Would I be able to swap in a SIM card from another country or do i still need to get my phone unlocked through the manufacturer, HTC?

Rooting and unlocking are two different beasts, let me explain. When you root a device you are unlocking the potential of the Android Operating System (i.e. do what you want to your phone). When you "unlock your phone" you are allowing the phone's hardware to accept other carrier's SIM cards. So by running CM on your MyTouch 3g, you have rooted your device, but you have not unlocked it.
